According to regulations, both merchant exporters and manufacturer exporters are obligated to obtain a Registration cum Allocation Certificate for each export transaction they engage in. This certificate validates registration with the relevant export promotion council and must be furnished to customs authorities during shipment.

Who Requires an RCAC Certificate?

The Registration cum Allocation Certificate (RCAC) is mandated by the Agricultural and Processed Food Products Export Development Authority (APEDA) of India for its member exporters and merchants. Specifically, exporters dealing with agricultural products listed under schedules 1 and 2, such as basmati rice, require this certificate.

Upon allocation of the APEDA RCAC, exporters must ensure that their products are exported within 45 days of receiving the certificate. This regulation is essential to facilitate timely export of agricultural goods and to prevent any disruptions in the supply chain.

Prerequisite for APEDA RCAC:

The RCAC is exclusively issued to APEDA member exporters or registered merchant exporters. It is advisable for exporters to obtain the registration cum allocation certificate only when they are fully prepared to adhere to the compliance requirements and ensure timely delivery of the designated product.

Documents required for APEDA RCAC Registration

These are the following documents that are required to be enclosed with the application form while filing for APEDA registration cum allocation certificate (APEDA-RCAC).

Applicants are required to ensure that all their documents should be in readable and good condition.

  1. Import export code certificate
  2. The signed certificate from the bank
  3. Statement of bank account of last 2 months
  4. Canceled cheque is also required
  5. Gst registration certificate
  6. Duly signed APEDA registration form

Additional documents needed for manufacturer exporters

  • FSSAI central license
  • MSME certificate if applicable
  • NOC from pollution control board
  • Proof of business such as incorporation certificate/ firm registration certificate
  • DIS/SIA issued by department of horticulture in case of food products listed

Procedure for APEDA RCAC Certification

The process for obtaining the APEDA Registration cum Allocation Certificate (RCAC) can be outlined in four parts:

  • Applicants must provide basic details and submit the required documents to initiate the process of obtaining the APEDA RCAC.
  • After ensuring that all documents are duly verified and in order, applicants are required to submit an online application for the APEDA RCAC.
  • Along with the application form, applicants need to submit the prescribed fee as per the guidelines provided by APEDA.
  • Upon successful verification of the application and receipt of the required fee, members of APEDA will be issued the Registration cum Allocation Certificate (RCAC). According to APEDA guidelines, exporters must ship their products within 45 days of receiving the APEDA RCAC.

APEDA RCAC Registration Fees

The fee structure for obtaining the APEDA Registration cum Allocation Certificate (RCAC) is as follows:

  1. Basic Registration Fee:
  • ₹5,900 (Including 18% GST)
  1. Total Fees:
  • ₹7,8400 (Including government fee and professional fee of ₹72,500)

   Note: The total fee includes all applicable charges.

 Payment Methods:

  • Payment for APEDA RCAC can be conveniently made online using credit/debit cards. Alternatively, offline payments can be made through Demand Drafts favoring APEDA, payable in the respective cities where APEDA Offices are located.

 Validity and Renewal of APEDA RCAC Registration:

  • The Registration-cum-Membership-Certificate (APEDA RCAC Registration) remains valid for a duration of 5 years.
  • The RCMC license is automatically renewed after every 5 years. Upon submission of the fee, no additional documentation or submission is required for renewal.
