MPEDA, which stands for Marine Products Exports Development Authority, operates as an Export Promotion council under the Department of Commerce, overseeing the advancement of marine sector exports across India.
MPEDA’s mandate encompasses the promotion of marine exports, fostering growth in the seafood sector, and catering to the diverse requirements of the seafood industry.

Which Marine Products require MPEDA Registration for Export?
MPEDA registration for export is essential for various marine products to ensure compliance with regulations. The marine products that require MPEDA registration for export include:

- Dried marine products
Exporters can list multiple products on a single MPEDA registration certificate for streamlined export operations.
Types of Marine Product Exporters are categorized based on their roles and activities in the export process:
- Manufacturer Exporter (MT): Manufacturer Exporters are owners of approved processing plants or handling facilities. They may also lease such facilities to qualify as manufacturer exporters. In the MPEDA application, they should declare themselves as “MT”.
- Merchant Exporter (ME): Merchant Exporters utilize surplus capacity of approved processing plants or handling facilities without owning them. They are categorized as merchant exporters and should declare themselves as “ME” in the application. It’s important to note that a merchant exporter cannot sign contracts with owners of multiple processing plants.
- Route Through Merchant Exporter: These exporters route marine products through either Manufacturer Exporters (MT) or Merchant Exporters (ME). To be registered with MPEDA, Route Through Merchant Exporters must have a Certificate of Approval from DGFT. Entities falling under this category include Export Houses, Trading Houses, Star Trading Houses, and Super Star Trading Houses.
- Ornamental Fish Exporter (OF): Ornamental Fish Exporters specialize in exporting ornamental fish, aquarium fish, or aquatic plants. They must register themselves as “OF” in the MPEDA application. Notably, Ornamental Fish Exporters are restricted from exporting live marine products intended for human consumption.
Documents Required for MPEDA Registration
The following documents are required for MPEDA registration
- Address proof (Aadhaar/ Voter ID/ Passport)
- Written agreement for utilization of the surplus capacity of processing plant and handling capacity.
- Joint Undertaking by the processing by both the processing plant owner and handling facility owner.
- Registration certificate of processing plant handling facility for endorsement.
- Registration certificate of storage premises for endorsement.
- Passport Size photograph
- Copy the IEC Code certificate
- Approval letter issued by DGFT (Route through Merchant exporter)
- Copy of PO (Purchase Order)

How to Apply for MPEDA Registration Online?
Step 1: Application for Exporters License
Begin by applying for an MPEDA license through the online portal. You can obtain the application form by paying a fee of Rs 200 online or in cash. This application should be submitted to the designated authority, typically the secretary.
Step 2: Signature and Declarations
Ensure that the application is signed by the registering authority, such as the proprietor, partner, or director. Declarations provided in the application form must be completed accurately.
Step 3: Application Submission
Submit the application along with the required supporting documents for processing. It’s crucial to ensure that all details provided in the form are correct and truthful.
Step 4: Certificate Issuance
Upon processing, the MPEDA certificate of registration will be issued by the authority. Once received, the applicant can then operate as a registered exporter of marine products.
Step 5: EIA Approval
Following the issuance of the MPEDA registration certificate, approval from the Environmental Impact Assessment (EIA) is necessary. This approval can be obtained by submitting the requisite fees for registration along with a copy of the MPEDA certificate.
Declarations to be made in the application
In the application for MPEDA registration, the following declarations must be made:
- Legal Entity Type: Declare whether the applicant entity is a sole proprietorship, partnership firm, LLP, or a private limited company.
- Total Capital Employed: Provide details of the total capital employed by the entity.
- Foreign Holding: Disclose any foreign holding, if applicable, within the entity.
- Financial Statements: Submit copies of the last two years’ balance sheets.
- Projected Turnover: Specify the total turnover expected in the next three years.
- Connection with Other Units: Clearly indicate any connection with other seafood processing units, if applicable.
- Exporter Type: Declare whether the applicant is a merchant exporter, manufacturer exporter, route-through merchant exporter, or ornamental fish exporter.
- Plant Registration: Provide the registration number of the processing plant (for manufacturer exporters).
- SSI Registration: Include the SSI registration number, if applicable.
- EIA Code: Provide the EIA code of the plant.
- Brand Name: Specify the brand name, if any, of the product being exported.
- Previous MPEDA Registration: Indicate whether the applicant has previously registered with MPEDA.
- Items Processed: Provide details of the items processed by the applicant entity.
MPEDA Registration Validity and Renewal
The validity of the MPEDA certificate of registration lasts for a period of three years. Exporters are required to renew their certificate before it expires to ensure continuity in their export activities.
To initiate the renewal process, exporters must submit a formal application to MPEDA along with an endorsement fee of Rs 1000. The renewal application should be filed well in advance of the certificate’s expiration date to avoid any disruptions in export operations.

- Gift Parcels/Exporting Samples: Up to ₹10,000 in value.
